Why no jacketed bullets in a luger?
or a Thompson for that matter?

They were both designed to use them and lead bullets would be problematic for either, JMHO.

As you point out, the lead bullet drag issue.

And yes, the luger needs a standard load, not a reduced one if you want it to cycle.
