yeah, I disagree - manufactured means to me, their parts.

the early 30's were all DWM parts in my opinion and I am under the impression that mauser did not really get making parts until 1934 (so making parts in 1933) - there was no reason to hide and you see definite acceptance markings starting in 1934

I would agree that in 1931-1933 - that lugers were not made, but put together
