The "windage" adjustment on a firearm has nothing to do with ambient wind (unless you are into precision target shooting, which is not a consideration for pistol shooting). The windage adjustment is there to correct the inherent inaccuracy of the pistol or to allow the shooter to compensate for his/her individual sight picture.
