I should have further defined "shooter"; my definition is a pistol that actually shoots reliably- and is guaranteed to do so, or has been tested by the seller; Not just a "cheap" pistol.

Many pistols offered in the "shooter" price range absolutely will not function reliably- and will require spending of more money to get them to work reliably! If it can be done at all.
