I leave it as it is, it appears it was already re-finished once; another time won't make it any better.

Just OIL it, so stripping or chemical process is needed.

It does not take a special screwdriver to get the grip screws out, most any medium screwdriver will do- I doubt they are stuck.

You need to get the grips of and check for further rust; and lubricate the moving parts in the grip.
