That's probably not a coincidence. Imperial Russia ordered some 11.0000 1903 from Browning for police use... And they were fitted with shoulder stocks.

So the outward looks were familiar to them and maybe well liked.
Mechanically Tokarevs were quite different, much more similar to the 1911 design.
