Lugers were made in groupings of 10,000 (except for commercial, which at first had a continuous sn range), so in WW1 in 1917, you'd see 1 (no suffix), 2 ns , 3 ns to 9999 then 1a, 2a, 3a, etc

even in 1921, you could have a 4 digit with out without a suffix and/or a commercial number
