Don, I picked up a similar WW1 military to commerical conversion luger many years ago and with the unserialize 9mm Navy proofed barrel and Navy rear sight, I would bet these are either Stoeger or Pacific Arms conversions done here in the USA in the 1920s. According to the PA catalog of the period, they would customize these WW1 import pistols to whichever caliber and barrel length you desired. TH
