Default What are these stamps?

Found these stamps on a barrel, mounted to a 42 code Mauser receiver:

-Eagle and "dowickie" on the right side
-A sideways "S" on the barrel band
-Caliber gauge underneath, next to the receiver

What do these stamps indicate?

BTW: That scaly stuff is some kind of coating, seems like somebody sprayed it with Duracoat...
