This collector does not think of a reblued Luger as "restored". It is just reblued.

A "restored" Luger is one which has been found to be in a seriously deteriorated condition, and has been brought back to as-new condition, often by the addition of new metal and careful remaking of the pistol's original surface configuration.

Declaring a Luger to be "restored" REQUIRES knowing it's original deteriorated condition, and the name of the craftsman who performed the work.
