I went directly to the RIAC main site, signed in, and left a msg on the "instant chat" section...Asking if the email from the Customer Service Rep was phishing or actual...And about the "Confidentiality Notice"...I got this response [in part] -

The confidentiality notice is present as this email was sent as a personal transmission to you directly. It was not sent as a mass email reminder of the upcoming auction, but a personal email to remind you about the upcoming sale. As you are the intended recipient feel free to pass along the information of our upcoming sale to any friends, relatives, or neighbors you think may be interested.
