One might suspect that the army serial number size instructions simply adopted the practices already being utilized by DWM.

As far as actually stamping the parts, remember that the serial numbers were stamped after the final fitting and assembly, ready for proofing. It is easiest to imagine that a single technician disassembled a completed pistol, stamped the parts, and reassembled the pistol.
