Why 1916?
In order of scarcity, 1916 Navy, then 1916 LP-08 (both DWM)
Both DWM and Erfurt produced the P-08 in 1916: DWM about 140,000; Erfurt about 80,000.
I do not think that any 1916 lugers were specifically made for polizei, some P-08s were later modified for police use
