I have no idea since I wasn't there , but it seems to me that if they stopped making a stepped chamber for gun production there would be no reason to continue stepped chambers for replacement barrels. I assume tooling would be the same regardless of whether the barrel was going on a gun or was going to be an armorer's spare.
