An answer to your question is yes you can. You have to remember that these handguns were all hand fitted as there were no CNC machines back then. That is why so many parts are numbered to the handgun. I own a DWM 1921 Alphabet Luger in 30 Luger caliber. I have fitted a 1939 rebarreled receiver to my frame, and have a complete Erfurt toggle train in it. This is in 9mm.
I am a handloader so I can tailor my ammo so that one mainspring can be used(9mm in my case) to fire both 30 luger and 9mm. The magazines are the same for both calibers.
One might get lucky and have a different complete 9mm upper fit on your 30 Luger lower/frame and function correctly, but don't bet a lot of money on it. Just know that it can and is being done.
