Steve, An interesting question. I don't know of any US commercial Luger holster makers that employ this weird stitching quirk found on this pouch. Look at the bottom of the closure and the belt loop for examples of this!
The quality is very high. Stitching looks to be linen but hard to tell for sure. The brass closure stud is in the old European style, peened over a washer. The whole thing appears to have some age.

It looks like a German style at first but the construction is very different. Molded bottoms instead of pinched and sewn corners. There is a back panel liner rather than the single layer found on the German pouch. Lots of very small differences.

The key to finding out who made it..IF it was commercially produced by a holster maker who made other items is the strange curly Q stitching at the bottoms of the closure and the belt loop. That wound undoubtably appear on other items that may have maker marks.
