Lugers were marked as they went along in the process, by machinists on the line and by occasional inspectors, to keep track of what had been done at various points in their creation. Personal, individual marks that varied in design and location. I think it is likely that your "11" is one of these. We shall see how accurate this opinion is, according to further posts by the more experienced collectors. But I'm pretty sure this mark will neither increase nor reduce your gun's value.
