From the additional pictures... The takedown lever and side plate are both numbered in the style of a commercial Luger from DWM.
The pistol has the sear safety used by the police, and shows evidence of the removal of a magazine safety as well.
Is the brown material dried grease? Is there a shim of some type between the frame and receiver up front, or is that dried grease / cosmoline?
If it's rust, you should take things apart and begin an oil soak and gentle steel wool removal of the red iron oxide.
The proof marks on the receiver and barrel are from the Weimar era after WW-I and before 1936.
