I had a similar problem with a Navy parts gun. I ended up getting a tall K98 Maurser front side blade and stuffing it in. Looks sort of hideous and I would have preferred an alternative, but it does work.
I agree that you should see if you have the notch in the receiver just beneath the rear sight, you should try faster ammo with lighter bullets, and put a rubber band around the rear sight to be certain that it is not creeping up under recoil, etc.
The lack of a notch is my first suspicion.
And remember that the lowest notch in the rear sight adjustment is probably meant for way past 25 yards. Shoot it at 100 yards and see where she prints.
