As a parts gun, there may not be a notch in your receiver under The rear sight. If that is The case, your rear sight may be sitting too high, which would produce precisely that high point of impact. Your front sight is normal, so I would look at the rear sight first, followed by whether the barrel was properly installed.
Send a photo of the area under the rear sight where The barrel meets The upper receiver.
