I don't think there is any sure way to be certain that a nearly 100 year old firearm is safe to shoot, but to help put the odds in your favor it would certainly be helpful to have it examined by a competent gunsmith with knowledge of Luger's, but of course that is still not a guarantee that your pistol is safe to shoot.
