Lugers were specifically made for export by DWM, you find them marked Germany (export marking) to the early 1930's. and I am pretty darn sure that companies like Pacific Arms were selling imported arms in the early 1930's, and that would be used ones, etc.

I don't think this is really well researched, a lot more were warehoused after WWII in England and other places and sold here in the fifties.
