This is a fascinating holster..It has seen much in the way of repairs and modifications. I suspect it was originally made in the configuration of a type 1 Imperial Navy. The front closure flap looks to have the teardrop shape cut off and rounded. The closure stud is still in place even though a closure buckle has been added. The closure buckle is in the Imperial Navy type 2 style.
Hard to say what kind of loops were on the back to begin with..
The closure button snap on the tool pouch looks shiny new?

This is not a holster I have ever seen before so it makes it especially interesting.
