The devil is in the details. I suspect that this particular cap has has had the insignia replaced. The cap is dated 1940 and has an early model 1934 enlisted cap eagle and an enlisted style cockade. While Meister rank policemen could wear officer cap cords they are generally upgraded NCO versions with different interiors. At any rate, the price point for a Meister cap verses an Officer cap is different.

I would expect to see the larger model 1936 style cap eagle in a two piece (or a proud one piece) eagle on an officer cap. The eagle also sits rather low on the cap band but this placement is possible in period work. The cockade is also the enlisted style of one piece flat black metal rather than the proud style of cockade.
