That is my understanding also. I've noticed and come to a conclusion that an recipient of the 8 year award and had a medal bar made or it was added to a medal bar and then later recieved the 18 year award, they just changed the medals or......and this is what I recently noticed, the eagle embrodery from the 18 and 15 year award was sewn onto the plain ribbon along with the medal itself.

Thanks for the comment, I owe alot to the mounts that GT makes. Better mounts couldn't be made....IMO.
