There has to be a third conspirator, supplying the weapons....The 19 year old is too young for a MA handgun permit, (21 minimum), and the 26 year old brother has a domestic violence conviction in 2009, disqualifying him.....somebdy else had to supply the firearms, ammo, and powder to build bombs.
