The discussion of transfers is still equivocal. The US Code being modified is at:

Starting on page 11 of the bill (Section 122 Transfer of Firearms) section "s" that is repealed is the original Brady bill NCIS language found on page 214 of the US Code 922. It then designates the old section "t" on page 215 as the new section "s" and modifies it.

Transfers from a non-licensed person could only take place to a licensed person (as defined by the USC Chapter). That would seem to now include licensed collectors and gunsmiths even though we are not specified as transfer agents.

Licensed collectors are defined in Chapter 44; section 921 on page 203 subsection 12 (left column).

The requirements for sales now explicitly include collector licensees.
