At least, paying $$ can prevent the current owner doing any damage to the gun, for example, engraving his name on the metal or wood stock. Not saying he would do that, but people's behavior in fury is hard to predict.

And, for Polish government, that gun's cost can be ignored. Going though other ways is not free either.
