Dwight, being no stranger to things luger, brings up the big question that no one can answer for certain as there is no impeccable documentation. I've always wondered about the markings on the Stoeger imported lugers as well. In my humble opinion, I believe the GERMANY was stamped at the factory as the test lugers were not stamped. If the stamping was done in the U.S. perhaps the importing folks would have treated these test lugers just like other imported commercial lugers.
