This is just guess on my part about the appraisal service offered by NAPCA, but it may involve more than one person. As you noticed, there is certain information that is required to begin the process. If the information/photos are for a more or less "common" pistol, the appraisal may be done from descriptions and photos. If this is the case, the cost would be much less than for a rare pistol. If this was a rare piece, the cost of shipping would account for quite a few dollars and I would immagine that several experts would be consulted.
I don't know anyone who has taken advantage of this service, but I would put my money on an appraisal from this group.
