I wouldn't have a clue about impoting a luger into "Oz" but it is fairly easy to import a luger or anything else into New Zealand.

I went to Arizona on 23rd November with a permit to import two guns that I wanted, a Simpson Luger and a type 14 Nambu.
I bought both guns a week later at the SAR/Cross roads of the west Gun shown and a few days later sent them by Fedex to Simpsons who immediatly made application to the BATF/ US State department (using the exporter copy of my import licence) for an export certificate which Simpson's received 8 days later and they are now on the way to me. One signature only.
My customs agent in Auckland New Zealand will receive them and forward them on to me and I then have one month to register them here with NZ Police Fire arms section. Second signature, total of two signatures

I buy a lot of Lugers from the USA and ship them all by Simpson in Galesburg Illinois. They are excellent to deal with.

I also import machine guns from UK and other places but use UK licenced agents.
You are not allowed to import or own machine guns in "OZ" which I think stands for Austrialia or some where

My last machine gun was a very nice MG 34 (live gun) made in 1934 by Simpson & Co Suhl which explains the need for a Simpson Luger.

I also have two nice Vickers Lugers which match my Vickers water cooled Machine gun.

One has to keep these things in the same family you know.
