I certainly couldn't do that work but I would expect the lines of the engraving to be sharped and crisper. Perhaps not done by an expert??
The stories aren't mutually exclusive.
So it doesn't look like a presentation piece. It could still be what it's described as: purchased by him (commercial number), used during the war, engraved and kept for all those years.
