The bright area is actually cut with an end mill just deep enough to cut through the blue. On an original, not refinished 1900 Luger you can see the swirl marks left by the cutter.
The M1900 extractor is just a flat lugged spring. The improved breechblock with the pivoting extractor did not come along until the transitional 1903/04 Lugers. The new extractor was thick enough to mark, so the 03/04 Navy was marked GELADEN and the 03/04 French was marked CHARGÉ.
