John,
Your Luger is a 1920's Commercial that has been "dressed up" by a private individual. It has no association with any US president. The grips are typical of the type made in Mexico by the Taxco silversmiths. The presidential seal on the chamber looks similar to the roll engraved seal on American Eagle Lugers, but the eagle on your gun is smaller and the entire seal has been hand engraved. All of the engraving on the pistol is nicely done and of better quality that you usually see on guns engraved in Mexico, but I am relatively sure that is where all of the modifications to the Luger were performed.
