Roger, not sure where you are located, but you can check local shops - they occasionally get them in around here.
Some of the importers have been getting small quantities of Russian Capture Lugers in from Eastern Europe recently. RGuns in Illinois comes to mind. Check some of the dealers like Simpsons Ltd, FGS Firearms and checkpointcharlies.com.
You will periodically find them listed here and on Jan Still's Luger forum.
