According to the chat I had with my transfer dealer in Interlaken a couple of weeks ago, you are correct! The C&R is effectively only good in NYS for obtaining the discounts from suppliers. FFL is required for any pistol transfer, even receiving a pistol from the seller requires the seller to use FFL to send. This kinda doubles the transfer fee if you're buying one on G.B. from an individual and not an FFL dealer.

Long guns do not require any paperwork unless you're buying from a dealer, who will do the background check. Private, undocumented sale of rifles and shotguns is OK.

Guess it was a choice between states' rights and ours, and we lost. Most other states don't make it so tough, except maybe Mass. and Kalif.
