If you look into the ATF regulations associated with a C&R license, you'll find a requirement to comply with all state and local laws.
Thus, even with a C&R License, if your state requires a FOID to own a pistol, you must have one to purchase a pistol.
In North Carolina, we must either get individual authorization permits from the local sheriff to buy handguns, or must have a NC Concealed Carry Handgun permit.
In Illinois, you must have a FOID to purchase a handgun. If you live in a state with such laws, and you don't have the state or local permit, it could be grounds for ATF to reject your application. That might be the basis for asking about it on the ATF application.
