It's hard to tell exactly from that angle. I'd say it is a '39, the first year with the headlights in the fenders for the coupes.
In '40 the trucks got the same treatment.
Here's a shot of my '40 Ford pickup. The front end is the same as the coupe and the headlight bezels are larger in '40.
