You're right on. Possibly a commercial luger, called variation 10. Two digit date, 4 inch barrel in 7.65 or 9mm. C/U E/N or no proofs. Small parts strawed or blued. Black plastic or walnut grips.
Some have P.08 on the frame. 8126y - 9194y. The change over from aluminum to plastic mag bottoms started in 1941, so it might have either.
