I don't like the tool for a handful of reasons but first and foremost is I think the double proof is an unnecessary redundancy that is improbable at best. Tools, gun parts, leather items etc were approved by an inspector and passed..accepted. We all know this..then why would any item have to be tested, inspected and approved twice? It just seems to fall out of the natural order of things.
Not to be redundant..but why would a tool that is marked B/90 need a Luftwaffe Eagle even if it WAS re issued to the Luftwaffe? You don't see holsters double marked with Luft Eagles. A tool is an insignificant item..once proofed and inspected..not worthy of another glance to the end user. It's a tool it's in it's pouch it will function.
I could go on with other things I see on this tool but I can't explain away the markings. I am no tool expert but I would be very interested to hear what Klaus or David have to say about this. That and I have never seen a double proofed tool like it. Seems that if this was the norm you would have seen some others in 20 years of looking.
