it is the serial number most likely and under the barrel, is probably the 84 and then something like 8,83 or 8,84

lugers were made in blocks of 10,000 (see the FAQ above) for further info

since they were made in blocks of 10,000 you might have say, the 84th made that year, but that is not considered rare and valuable, sorry.
