The swastika is very crudely done, probably with an electric pencil. The eagle was likely burned with another electric tool; a woodworking or crafting tool that is like a soldering iron with changeable tips (a woodburning kit). I had one back in the 50's when I was into plastic models [cars, planes, military vehicles], but it was intended to burn initials or pictures into wood plaques, IIRC...
The leather pouch itself might be a carrier for a tool of some kind. I don't think that any German company ever used those kind of snaps prior or during WW II (I could be wrong)...So it's likely an American pouch for something that a manual laborer might carry...Maybe surveyors equipment, or lapidary tools, or slot machine repair tools...
Are there any marks on the inside that might hint as to the shape of the object(s) it carried???
