Clifton, Yes..Many Imperial Navy pouches were dated and maker marked on the underside of the top. They may have a VERY small Crown M on the middle right..The sueded leather can obliterate some of these markings as we see in your photo!

You have not mentioned the marking or lack of on the loading tool?
