No sir, there is not - with one exception. This exception is ammunition that is "+P" or "+P+". A label of "+P" indicates the ammunition is capable of producing pressures in excess of normally allowed pressures, and the ammunition may produce excessive wear or be damaging to any firearm in which it is used. Not all cartridges have a "+P" standard, and in cartridges that lack a "+P" standard the "+P" marking simply means the ammunition is potentially dangerous to fire.
"+P+" has no technical definition, and usually means the ammunition so tagged is capable of reaching pressures in excess of those produced by "+P" ammunition.
The one exception to all of this is .38 Super ACP. The .38 Super has *only* a "+P" standard. There is no non-+P load. The reasons for this are a little complicated and obscure, and I won't get into it unless there is some interest - it's not really related to Lugers
