Erfurt was the Gov't arsenal. They stopped producing Lugers in 1918. The proofs shown on the right side would indicate a military Erfurt.

The "1921" date is confusing. Under the 1920 Disarming of the People edict, all military weapons were to be Property Marked with the year of the order "1920". I have seen "double date" weapons marked with 1917 / 1921, 1918 / 1921, etc. instead of 1920. This is most likely due to confusion in following out the marking order. If this is one marked in error? It should have the year of manufacture on the receiver also,

DWM produced Lugers under military and police contract in 1920 and 1921, Erfurt did not.
