yes and no

first are you discussing, WW1, Weimar or WW2? and then as manufacturer; DWM, Erfurt, DWM, Simson, Krieghoff or Mauser?

But actually, little difference in what was sent, but then consider officer and police? As many enlisted were issued lugers likely as officers and police were issued sometimes an extra magazine.

Short story;
As sent by the factory, it was issued with 2 magazines and the luger, the tool I believe was issued generally later, the holster for sure was acquired separately.

Later in production, the police got the luger and acquired the magazines separately from Haenel, then holsters were acquired by them separately. Tools, again, I am not sure if aquired with gun or later.
