Looks like you have a really excellent Luger. Congratulations.
One thing you should consider. As you observed, the ATF considers attaching a Navy Stock to anything but the appropriate Navy Luger to be a Short Barreled Rifle, which is a NFA firearm. That, of course, requires a special transfer license and is heavily regulated in the USA.
I've been told that some ATF offices have considered possession of a stock and Luger as constituting "Intent", which could cause you problems even if you were never to attach or use them together.
I'm pretty conservative about following regulations to the letter. This might not actually be a real practical issue. Others here may have more background that they could contribute on this...
