I believe what you have there is part of a prototype carbine or submachine gun that was developed at the Swiss arsenal at Bern using the Luger Toggle design.
I have previously seen photographs of this complete weapon years ago, but can't remember where. Perhaps in Bobba's book on the history of the Swiss Parabellum.
I don't believe that this gun ever reached bonafide production levels , and that it remained a prototype. A very interesting piece to say the least.
If it is, or may be, part of a submachine gun, how would that affect the legality of its possession in Switzerland?
