Default Need help identifying this one

Need some help... I have had several people look at this gun, and got several answers as to what it actually is. At first I thought it was a 1902, but some of the books say the serial number is to low (it is somewhere between 21000 and 22000). Which would seem to make it a 1900, (again there is a “but”) it has an 11 ¾ in barrel, and is 30 cal. and a forestock. Another observation that has been made is that it lacks many proof marking, which would indicate it is a commercial model....

More and full sized pictures are located at Luger Pics
I would really like to sell this gun, but don't feel I can until I have firmly determined what it is! I know it is rare... just can't quite figure out how rare.

Any help in further identifying this gun would be appreciated
