Welcome to the Lugerforum Frank. This is commonly called a "double-date" but that name is wrong.

1917 was the year of manufacture. In 1920, the German government declared that all arms that were government property were to receive a stamp to indicate that it was not private property... the second date (1920) is the date of the marking used for that purpose.
